摘  要：创新人才培养已经成为当今高等学校的一项重要使命。在创新人才能力培养体系中，信息素养能力是一项基础能力，它能促进问题解决、知识创新和终身学习等能力的形成。信息素养教育是高等学校培养高素质、创新型人才的必要环节。目前，研究信息素养的培养工作主要由高校图书馆承担，所以，调查、了解高校图书馆相关课程的建设，将助力高校创新人才的培养。

Abstract： The cultivation of innovative talents has become an important mission of colleges and universities. In the ability training system of innovative talents， information literacy ability is a basic ability， which can promote the formation of problem-solving， knowledge innovation and lifelong learning. Information literacy education is a necessary link for colleges and universities to cultivate high-quality and innovative talents. At present， the research on the cultivation of information literacy is mainly undertaken by university libraries. Therefore， the investigation and understanding of the construction of relevant courses in university libraries will help the cultivation of innovative talents in colleges and universities.

一、课题的提出

2019年3月11日，十三届全国人大二次会议新闻中心举行记者会，科技部部长王志刚在会上提出：中国2020年进入创新型国家，2050年要成为世界科技强国[1]。创新型国家的建设，创新型人才是核心、是关键，高等院校在建设创新型国家的过程中担负着创新型人才培养的重要责任，创新人才培养成为当今高等学校的一项重要使命。高校研究生是高校中接受更高层次教育的一部分学生，他们同时身兼受教育者与科研人员双重身份，是高等院校创新型人才的后备军，在创新人才的培养中占据着重要的地位。所以，必须重视对他们创新能力的培养。在创新型人才能力培养体系中，信息素养能力是一项基础能力，它能促进问题解决、知识创新和终身学习等能力的形成。信息素养教育是高等学校培养高素质、创新型人才的必要环节。

信息素养一词的提出可以追溯到上世纪70年代，但在业界得到一致公认的是美国信息产业协会主席Paul Zurkowski（保罗·泽考斯基）于1974年提出的“利用大量的信息工具及主要信息源使问题得到解答的技术和技能”[2]。……
