摘  要：高职院校以“立德树人”为根本，是培养社会主义接班人、社会主义建设者的执行人，是实现中华民族伟大复兴的重要力量。而基层党组织则是人才培养的“守门人”，是把握人才培养方向的舵手。网络信息时代，不但改变了人们获取信息的方式，更对基层党建工作的开展提供了新的思路。充分灵活运用网络新媒体手段，可提高宣传效率和效果，引导人们树立正确的价值观，使正能量更强。

Abstract： Higher vocational colleges are based on the principle of "cultivating socialist successors and executors of socialist builders"， and are an important force for realizing the great rejuvenation of the Chinese nation. The grass-roots party organizations are the "gatekeepers" of talent training and the helmsman who grasps the direction of talent training. The Internet information era has not only changed the way people obtain information， but also provided new ideas for the development of grassroots party building work. The full and flexible use of new network media can improve the efficiency and effectiveness of publicity， guide the people to establish correct values， and make positive energy stronger.

网络信息时代的基础特征是信息传播途径多元化、传播速度高效化及传播内容时效化。在网络信息时代，发生的事情在几分钟后就会传递到世界的每个角落，传播速度之快、范围之广亘古未有。网络信息时代改变了人们获取信息的方式，更改变了信息的传播方式。在网络信息时代，信息以计算机和手机为载体，通过各种交流软件、数字媒体和自媒体等迅速进行传播，由于对网络信息监管的难度大，网络上充斥着真假难辨的信息，青年人尤其是高职学院的大学生更容易受到其中负面信息的误导，对价值观、人生观的形成产生不利影响[1]。为引导青年大学生树立正确的价值观和人生观，必须加强基层党组织建设。高职院校基层党组织是党员教师的信赖之家，也是所有教师的坚强后盾，它是把师生组织起来的一股重要力量，承担着实现“立德树人”的总目标，培养好社会主义接班人的重要职责。……
