摘要 通过对庐江县农作物秸秆综合利用情况的调研，分析其现状和存在的主要问题，并从加强宣传、健全投入机制、建立促进秸秆综合利用的政策法规和激励机制以及大力拓展秸秆多层次多渠道综合利用途径等方面提出发展建议，以期为推进农作物秸秆“五料化”利用提供借鉴和参考。

Current Situation and Development Suggestions of Comprehensive Utilization of Crop Straws in Lujiang County

Abstract Through the investigation of the comprehensive utilization of crop stalks in Lujiang County， the status quo and existing main problems were analyzed， and development suggestions were put forward in terms of strengthening publicity， improving input mechanisms， establishing policies， regulations and incentive mechanisms to promote the comprehensive utilization of straw， and vigorously expanding the ways of multi level and multi channel comprehensive utilization of straw， in order to provide reference for promoting the “five material” utilization of crop straw.

随着农村经济快速发展，农民生活条件和农村燃料结构改变，作物秸秆逐渐变为废弃物，秸秆焚烧成为春秋两季农忙时节的标志现象，同时秸秆禁烧也成为各级政府的重要工作。“十三五”期间，省、市、县各级政府相继出台系列政策对秸秆焚烧及其综合利用提出要求，尤其是省政府出台了《安徽省农作物秸秆综合利用三年行动计划（2018—2020年）》[1]，各地秸秆综合利用工作蓬勃开展。庐江县与其他县一样，也按照省、市要求出台了若干政策，通过多种途径开展秸秆综合利用，但由于部分政策规定较为模糊，部门监督指导落实程度较差，对农户及企业等指导激励性不强，加上群众对秸秆综合利用认识不足，以致秸秆综合利用发展不快，其产业化程度较低，经济效益差。“十四五”期间乡村振兴战略实施，要全面实施秸秆综合利用[2]，需要充分挖掘秸秆资

源潜力，进一步加快推进农作物秸秆资源化高效利用产业化
