摘要在当下，学生学习负担过重的现象在我国的高中一直普遍存在，并受到社会的关注。本研究旨在对于该政策在温州市W中学的实施情况的个案进行调研。本研究主要立足政策文本，采用问卷法和访谈法进行调查。本研究发现，减负政策一定程度上得到了执行，但并未彻底落实。政策对于减轻学生学习负担存在一定的积极意义。但在教育资源不充足且分布不平衡、社会贫富差距较大且竞争激烈、高考制度的存在给考生带来较大压力的背景下，政策未能充分考虑适用对象意愿和差异性，政策本身的清晰性不足，问责机制未能充分完善，为政策执行的过程中存在的问题埋下了伏笔。

Study on the Learning Burden of Senior High School Students in Zhejiang Province under the Background of the New College Entrance Examination Reform

AbstractAt present， the phenomenon of students’ excessive learning burden has been widespread in senior high schools in China，and has attracted the attention of the society.The purpose of this study is to investigate the implementation of the policy in W Middle School in Wenzhou. This study is mainly based on the policy text， using the methods of questionnaire and interview. This study found that the burden reduction policy has been implemented to a certain extent， but it has not been fully implemented. The policy has certain positive significance for reducing students’ learning burden. However， under the background of insufficient and unbalanced distribution of educational resources， large gap between the rich and the poor and fierce competition， and the existence of the college entrance examination system brings great pressure to candidates， the policy fails to fully consider the wishes and differences of applicable objects， the clarity of the policy itself is insufficient， and the accountability mechanism is not fully improved， laying the groundwork for the problems existing in the process of policy implementation.

學生学习负担过重，长期以来是困扰中国教育的重大问题。2019年12月11日，浙江省教育厅发布了《浙江省中小学生减负工作实施方案》[1]和对于该方案的政策解读，[2]对接下来的中小学生减负工作制定了政策指导。

本研究希望了解的问题是：（1）上述减负政策在W中学得到实施的程度如何？（2）W中学学生学习负担情况如何？（3）W中学师生对减负政策的观点如何？

研究主要采用问卷法和访谈法。问卷研究对象是来自温州市W中学的不同年级、不同性别的学生。根据政策文本，结合笔者对于学习负担的理解，笔者将学习负担情况分为健康和生活质量、课程设置、作业和考试情况、对于竞争压力的感知4个维度，并编写了问卷。……
