摘要  发展休闲农业，既契合城乡居民消费新需求，也为农业发展打开了新的效益空间。通过对江苏省扬州市休闲农业发展情况的调查，系统概括了扬州市当前休闲农业发展的现状，指出存在的同质化竞争明显、政策配套不健全、培训指导不到位、抱团发展机制不健全等问题，并从组织领导、运营模式、资源整合、产业融合等角度提出了相关建议，以期为扬州休闲农业今后的发展提供策略及方向。

Research on the Current Situation and Countermeasure of Leisure Agriculture in Yangzhou City

Abstract  Developing leisure agriculture not only meets the new consumption needs of urban and rural residents， but also opens up new benefit space for agricultural development. Based on the investigation of leisure agriculture development in Yangzhou City， Jiangsu Province， this article systematically summarized the present situation of leisure agriculture development in Yangzhou， then pointed out the problems that still exist， such as obvious homogeneous competition， imperfect policy support， inadequate training guidance and imperfect mechanism of group development. In order to provide direction and strategy for the future development of leisure agriculture in Yangzhou， this paper also put forward some suggestions from the perspectives of organizational leadership， operation mode， resource integration and industrial integration.

休闲农业是利用农业景观资源和农业生产条件，发展观光、休闲、旅游的一种新型农业生产经营形态[1]。19世纪30年代，随着人口急剧增加、城市化进程的加快，为了缓解都市生活压力，人们开始想要到农村体验乡村生活，享受暂时的宁静与悠闲，于是休闲农业逐渐在奥地利、意大利等地兴起[2]。由于经济发展进入新常态，农业农村发展的内外部环境条件不得不发生深刻变化，农业转方式、调结构、促增收、保生态的压力越来越大。休闲农业作为新兴产业，以创新创业为核心，以提高农产品附加值为目标，加快了一二三产业融合互动，推动生产、生活、生态功能拓展，这正呼应了农业供给侧结构性改革的总体要求，延伸了原有传统农业的产业链、价值链，是大势所趋。

江苏省扬州市作为典型旅游主导型城市，自然资源丰富，生态环境保护较好[3]。……
