摘要小农户与新型农业经营主体构建紧密的利益联结机制是其融入现代农业发展的重要路径。通过实地调研，掌握宁波市新型农业经营主体联农带农的实际成效以及存在问题，选择典型案例总结成功经验。在此基础上提出构建“农业龙头企业+专业合作社+小农户”的产业联盟，将是宁波市新型农业经营主体与小农户协同发展的关键路径，并提出政府部门应从鼓励社会化服务组织发展、制定向小农户倾斜的惠农带农政策、增加小农户培训次数等方面为产业联盟健康发展铺平道路。

Research on Interest Connection Mechanism and Path between Small Farmers and New Agricultural Operation Subjects in Ningbo

AbstractIt is an important way for small farmers and new agricultural operators to build a close interest connection mechanism. Through on-the-spot investigation，mastered Ningbo new agricultural management increasing small farmers incomes real results and existing problems，chose typical cases and summarized successful experience. Then put forward to build the industrial alliance including agricultural leading enterprises， professional cooperatives and small farmers will be the coordinated development critical path between new agricultural management and small farmers， and proposed the government should encourage the development of social service organization， formulate policies to benefit and bring agriculture to small farmers， and increase the training frequency of small farmers to pave the way for the healthy development of industrial alliance.

小农户是我国农业生产经营的基本单位和重要主体，也是推动我国实现农业现代化的根本动力[1]。当下小农户面临着人均土地占有率低、劳动生产率低、生产力不足、农业技术投资低等一系列问题[2]，很难依靠自身力量实现向现代农业方式的转变。党的十九大报告明确指出，要“实现小农户和现代农业发展有机衔接”。2018年中央农村工作会议把“积极培育新型农业经营主体，促进小农户与现代农业发展有机衔接”确定为推进农业大国向农业强国转变的一项重要任务。2019年中共中央办公厅、国务院办公厅印发了《促进小农户和现代农业发展有机衔接的意见》，对小农户参与现代农业发展实施路径、利益联结机制、政策保障等作出了顶层设计。……
