摘 要 本文综合运用文献阅读法、定性分析等方法，对上海市产业用地精细化管理举措进行全面梳理与分析。结果显示，上海市推行的产业用地混合利用、弹性供地、低效用地处置及全生命周期监管等措施在促进产业用地精细化管理中发挥了重要作用。结合长沙市工业用地利用现状及存在的问题，提出长沙市促进产业用地集约、高效、可持续利用的对策建议，重点从分类分层的差异化供应方式、产业用地复合利用、工业“标准地”供应等方面落实。

Refinement Management Measures of Industrial Land in Shanghai and Its Enlightenment to Changsha

Abstract： Literature reading methods and qualitative analysis were used to comprehensively sort out and analyze Shanghai's industrial land fine management measures. The results show that the mixed measure of industrial land， flexible land supply， inefficient land disposal and strengthening of full life cycle supervision promoted by Shanghai have played an important role in promoting the fine management of industrial land. Combining the current status and existing problems of industrial land use in Changsha City， countermeasures and suggestions were put forward to promote the intensive， efficient and sustainable use of industrial land.Differentiated supply methods based on classification and stratification， combined use of industrial land and industrial "standard land" supply should be focused on to implement.

长沙作为湖南省会城市，为贯彻落实“三高四新”战略，亟需思考如何实施产业用地精细化管理，推动高质量发展。土地精细化管理是新时期对土地资源利用提出的新任务和新要求[1]，在土地资源管理和监管过程中，要通过土地资源利用来发挥助推产业发展的效能[2]，要立足精准化的思路规范土地管理、服务经济社会高质量发展[3]。在土地精细化管理的基础上，为促进产业质量变革，引导区域产业高质量发展，实施工业“标准地”供应是深化资源要素配置市场化改革的重大举措[4]。纵览国内产业用地高质量发展的成效，上海走在全国前列，上海经验是长沙寻找产业用地精细化管理的出路。

1 上海市产业用地精细化管理举措

上海市2013年以来率先转变土地利用方式，提出了 “五量调控”的土地利用基本策略，经过多年实践，上海市土地利用质量和效益稳步提升，节约集约用地水平迈上新台阶。……
