摘 要 本文通过湖南省各县、区2020年7月至2021年6月影像覆盖率的平均数、中位数、标准差统计与分析，发现湖南省月度卫片监测正射影像覆盖率整体表现较好;但不同的区域，覆盖率有明显差异，具备“北高南低、东高西低”的特征，且不同时间段也呈现不同覆盖率表现。利用这些分析结果能有效指导月度卫片监测影像在不同时间和空间的供给，实现“月发现、月预警、月处置”工作初衷。

Statistics and Analysis of Coverage rate of Monthly Law Enfor-Cement Monitoring Satellite Images in Hunan Province

Abstract： Based on the statistical analysis of the average， median and standard deviation of the image coverage rate of each county and district in Hunan Province from July 2020 to June 2021， we found that the overall performance of orthographic image coverage rate of monthly satellite image monitoring in Hunan Province was relatively good. However， there are significant differences in coverage in different regions. It has the characteristics of "high in the north and low in the south， high in the east and low in the west"， and different coverage performance is presented at different time periods. Using these analysis results， we can effectively guide the supply of monthly surveillance images in different time and space， and realize the original intention of "monthly discovery， monthly warning and monthly disposal".

为贯彻落实党中央用最严格制度、最严密法治保护资源的精神，切实履行“两统一”职责，充分发挥卫片在日常执法中及时发现、及时制止和秩序评价方面的作用，湖南省自然资源厅在国家季度卫片基础上，开展“月发现、月预警、月处置”的卫片执法工作[1];在已有建设用地审批手续范围外，以区、县为单位，使用当月采集的最新遥感数据，制作覆盖全省的土地利用遥感正射影像图，与年度土地利用变更调查影像（前时相）套合、对比，提取两期影像上疑似新增建设用地图斑（与国家卫片重合图斑不提取），形成每月疑似新增建设用地图斑，上传到湖南省违法用地监管信息系统，开展湖南省月度卫片执法工作。

作为“后时相”的当月影像成果来自于湖南省遥感统筹影像工作。湖南省为规范全省遥感影像数据管理，促进遥感影像数据的共享与应用，避免重复采购，启动了遥感影像统筹工作，其能实现卫星资源一站式目录检索全球80余颗遥感卫星影像，为月度卫片执法遥感影像数据提供了有力的保障[2]。……
