摘 要 开展自然资源统一确权登记工作是推动生态文明的基础性工作，自然保护地作为自然资源的重要组成部分，准确合理地划分自然保护地登记单元范围能够有效提高自然资源确权登记效率。本文以湖南莽山国家级自然保护区自然资源确权登记为例，详细介绍了登记单元划分的资料收集、资料预处理、登记单元预划分、核实确认的工作流程，并探讨了自然保护地登记单元划分的难点及方法。

Discussion on Methods and Problems of Nature Reserve Registration Unit Division

—— A case study of Mang Mountain National Nature Reserve in Hunan Province

Abstract： To carry out the unified right and registration of natural resources is the basic work to promote the construction of ecological civilization. Nature reserves are an important part of natural resources. Accurate and reasonable division of the Nature Reserve Registration Unit scope can effectively improve the efficiency of natural resources right registration. Taking the right registration of natural resources Mang Mountain national nature reserve in Hunan as an example， the workflow of data collection， data processing， pre-division and verification of registration units， was introduced in details. The difficulties and suggestions for the division of registration units in nature reserves are discussed.

實施自然资源统一确权登记是推进生态文明领域国家治理体系和治理能力现代化的重要举措，能够有效解决因自然资源资产底数不清、所有者不到位、权责不明晰、权益不落实、监管保护制度不健全等因素而导致产权纠纷多发、资源保护乏力、开发利用粗放、生态退化严重等问题，对满足人民群众生态需要，推动生态文明体制改革，落实新发展理念具有支撑作用。作为自然资源统一确权登记的基本单位，自然资源登记单元范围的划分意味着确定了开展确权登记的生态空间范围，确定了地籍调查范围，是确权登记至关重要的一个环节。

2019年，自然资源部等五部门联合印发的《自然资源统一确权登记暂行办法》（以下简称为《暂行办法》）及2020年自然资源部办公厅印发的《自然资源确权登记操作指南（试行）》（以下简称为《操作指南》）从预划登记单元的原则、登记单元预划的顺序以及各类自然资源登记单元的预划要求进行了基本规定，但实操过程中情况复杂多样，具体操作时如何划分自然资源登记单元尚缺少实例和经验借鉴[1-2]。……
