摘  要：足球裁判员是足球场上的“法官”，他们需要保证足球比赛更好地进行，所以他们需要具备一定的权威性和公正性。多数阜阳地区足球建设起步较晚，虽然每年都会在学校内部开展近1000场足球比赛，但是足球裁判队伍内部的结构不合理层次差距大，数量不能满足阜阳地区校园足球比赛的需求。本文有效分析皖北地区校园足球裁判员的培养模式，旨在给大家更多的参考性意见。

Abstract： Football referees are "judges" on the football field. They need to ensure that football matches are played better， so they need to have certain authority and fairness. Most football construction in Fuyang started late. Although nearly 1，000 football matches are carried out within the school every year， the structure of the football referee team is unreasonable and the gap is large. The number cannot meet the needs of football matches in Fuyang. This article effectively analyzes the training model of campus football referees in North of Anhui Province. It is intended to give you more reference opinions.

国务院于2015年就颁发了《关于印发中国足球改革发展总体方案》，安徽省推出了《安徽省发展改革委关于体育发展若干建议》等意见，旨在推进校园足球更好地向前发展。但是，安徽省足球水平一直不高，极大地制约皖北地区校园足球裁判员的发展。本文主要分析皖北地区校园足球裁判员的培养模式。

1  校园足球发展的背景

国务院、省市都发布关于加快青少年足球发展的有关文件。这样的政策一方面有效地扩大了校园足球发展的规模，另一方面也夯实了足球运动的人才基础，最终也就能够有效地提升学生的综合素质。

校园足球能够有效地扩大足球人口规模，可以全面地提升学生的综合素质。校园足球发展的内容都可以被纳入学校体育改革和建设的过程中。并让其他体育项目也更好地在校园内部开展。于是，传统的“健康育人”就转变为“文化育人”。……
