摘 要 通过对公共事业管理专业的公共政策学进行系统分析，为高等医学院校提高课程教学质量，促进教学改革研究提供参考。分析认为，公共政策学在医学院校公共事业专业的课程目标分为知识目标、技能目标和素质目标三个层次。其中，在技能目标上应侧重培养学生对卫生政策问题的分析能力。课程内容结构分为基础知识部分、政策分析理论、政策过程三个单元。政策过程是课程的重点内容，包括政策制定、执行、评估及终结四个基本环节。其中，政策制定和政策评估是政策过程的重点。案例教学和实践教学是行之有效的教学方法，案例甄选和实践教学设计应紧密结合卫生领域的前沿政策问题。教材遴选与多元化的考核方式須以上述教学目标、内容与方法为指向。

1 前言

目前，公共政策学是我国普通高等院校公共事业管理本科专业的必修课程。1998年，教育部将公共事业管理专业列入本科专业目录。1999年秋季，云南大学和东北大学率先在全国招收公共事业管理本科生。目前，我国已有400多所高校开设了这个专业[1]，大部分重点高校均开设了公共事业管理教学、科研机构[2]。

公共政策学是一门新兴学科，诞生于20世纪50年代，80年代初开始受到我国学界重视。2002年，中山大学和西北大学开展了公共政策学专业[1]。……
