摘要 “三全育人”是指主体维度的全员育人、时间维度的全过程育人、空间维度的全方位育人模式。湖南环境生物职业技术学院图书馆以“夯实服务技能提供优质服务育人、营造浓厚氛围育人、丰富思政文献育人、阅读推广推进校园文化育人、构建‘四位一体信息素养教育体系、深化课程思政育人”为抓手，顶层设计聚焦新时代中国特色社会主义思想，构建协同育人共同体，加强新媒体技术的运用，促进学生综合素质的全面提升和可持续发展。

Abstract “Three complete education” is the overall education mode of subject dimension， time dimension， and space dimension. The library of Hunan Polytechnic of Environment and Biology took “tamping service skills， providing high-quality service education， creating a strong atmosphere， enriching ideological and political literature education， promoting campus culture education through reading promotion， constructing “four in one” information literacy education system and deepening ideological and political education of curriculum” as the starting point， the top-level design focused on the socialist thought with Chinese characteristics in the new era， and constructed a collaborative education community， strengthened the use of new media technology， so as to promote the comprehensive enhancement and sustainable development of students comprehensive quality.

2015年《普通高校图书馆规程》明确，图书馆是校园文化和社会文化建设的重要基地，要全面参与人才培养工作，充分发挥第二课堂的作用，采取多种形式提高学生的综合素质[1]。2016年习近平总书记在全国高校思想政治工作会议上强调，要坚持把立德树人作为中心环节，把思想政治工作贯穿教育教学全过程，实现全程育人、全方位育人[2-4]。2017年《关于加强和改进新形势下高校思想政治工作的意见》中共中央、国务院提出坚持全员、全过程、全方位育人（简称“三全育人”）的要求[5]。2018年習近平总书记在全国教育大会上强调指出“培养什么人，是教育的首要问题”，事关国家前途和民族命运[6]。2019年国务院正式印发《国家职业教育改革实施方案》，要求职业教育落实好立德树人这一根本任务，健全德技并修、工学结合的育人机制[7]，着力培养高素质劳动者和技术技能人才。……
