摘要人才培养是高等学校的首要职能。面对国家战略、区域经济社会发展需要，地方综合大学要以立德树人为根本，以培养应用型、复合型、创新型一流人才为目标，搭建培养一流人才的学科专业平台，创新多样化培养一流人才的新模式，完善以“四新”建设、专业认证为内在要求的课程体系，推进以学生为中心的教育教学综合改革，切实加强课内外、校内外紧密结合的实践创新平台建设，创建有特色、高水平的一流地方综合大学。

AbstractPersonnel training is the primary function of colleges and universities. In the face of the needs of national strategy and regional economic and social development， local comprehensive universities should take moral education as the foundation， cultivate applied， compound and innovative first-class talents as the goal， build a disciplinary and professional platform for cultivating first-class talents， innovate and diversify the new mode of cultivating first-class talents， and improve the curriculum system with the internal requirements of "four new" construction and professional certification， we should promote the comprehensive reform of education and teaching with students as the center， strengthen the construction of practice and innovation platform closely combining in and out of class and on campus， and create a first-class local comprehensive university with characteristics and high level.

2018年5月，習近平总书记在北京大学考察时强调：一流大学建设应充分重视本科教育的建设。[1]西部地方所需的高素质人才，主要依靠地方高校培养。随着“双一流”“双万计划”的实施，构建一流本科教育体系，培养一流本科人才，是西部地方高校建设一流大学的基础和题中之义。[2]

目前，对一流本科教育的概念和内涵，还有待进一步研究和梳理。[3]学生和学校是衡量一流本科教育的两个决定性要素。[4]在国务院《统筹推进世界一流大学和一流学科建设总体方案》中，明确提出高校要坚持社会主义办学方向，以立德树人为根本，以服务经济社会和支撑创新驱动发展战略为导向，培养一流人才，产出一流成果。[5]以人才培养为中心，以本科教育为基础，不断深化人才培养模式改革，提高人才培养质量，既是国家发展的战略需求，也是地方综合大学创建有特色、高水平一流大学的核心问题。……
