摘 要：[目的/意义]以治理理论为基础，对开放政府数据服务社会参与进行研究，发展我国开放政府数据服务社会参与。[方法/过程]在对治理理论进行概述的基础上，分析治理理论为开放政府数据服务社会参与提供的理论依据，以挪威OEP和意大利OpenCoesione为例，探讨治理理论在国外开放政府数据服务社会参与中的应用，分析挪威和意大利开放政府数据服务社会参与效果，最后给出以治理理论为支撑的开放政府数据服务社会参与策略。[结果/结论]社会在开放政府数据中具有重要价值，我国应以治理理论为理论基础，推动开放政府数据服务社会参与，创造良好的参与环境，拓宽参与主体;构建参与网络，发展伙伴关系;完善治理结构，探索参与步骤。

Abstract：[Purpose/Significance]Based on the governance theory，this paper studies the social participation in open government dataservice，and develops social participation in open government dataservice in China.[Method/Process]Based on the overview ofgovernance theory，this paper introduced the theoretical basis provided by governance theory，taking Norway OpenCoesioneand Italy OEP as an example，the paper explored the application of Governance theory in the social participation in open government data service abroad，discussed the social participation effect of open government data service in Norwayand Italy，finally provided social participation strategy of open government data service according to the governance theory.[Results/Conclusion]Society has an important value in open government data.China should develop social participation in open government data service，create a good environmental and broaden the participation main body，build participation network and development partnership，perfect the governance structureto explore the participation steps.

开放数据是开放政府的基础，但仅仅关注“政府层面”的开放还不够，还应鼓励“社会层面”的参与，促进对政府数据进行利用。在开放政府数据中，公民可参与公共决策过程，形成良性循环，有助于提升政府效能和发展数字经济，从而实现开放政府数据的公共价值。就我国而言，作为国内首部针对公共数据开放进行专门立法的政府规章，2019年10月1日起施行的《上海市公共数据开放暂行办法》的第三十条“多元主体参与”规定，市经济信息化部门应当会同市大数据中心、相关行业主管部门建立多元化的数据合作交流机制，引导企业、行业协会等单位依法开放自有数据，促进公共数据和非公共数据的多维度开放和融合应用;本市鼓励具备相应能力的企业、行业协会等专业服务机构通过开放平台提供各类数据服务[1]。……
