摘 要：[目的/意义]政府数字化转型是创新行政方式，提高行政效能，建设服务型政府的重要手段。[方法/过程]本文采用案例研究的方法，以浙江省政府数字化转型为研究对象，总结和归纳云技术赋能的政府数字化转型阶段模型。[结果/结论]研究结果表明，云技术的赋能角色决定了数字化转型在跨组织、跨部门、跨层级和跨地域上所能触及的广度，并影响着转型改革的深度;云技术的类型随着转型的不同阶段而变化，但始终围绕着政府对数据价值的挖掘与利用进行展开。该研究结果可为政府组织在考虑其自身的数字化转型策略时提供参考。

Abstract：[Purpose/Significance]Digital transformation is an imperative for governments that aim to improve administrative efficiency and build a service-oriented government.[Method/Process]In this research，a case study of Zhejiang governments digital transformation was conducted to investigate how the cloud computing technology empowered the transformation.[Result/Conclusion]The results showed that the cloud computing technology affected both the breadth and the depth of digital transformation.Even though the type of cloud technologies varied in different transformation stages，it progressed alongside the exploration and exploitation of data to realize its value.This study offers insights to help other governments in relation to their own their own digital transformation strategies.

政府的数字化转型体现了政府机构为了应对社会、经济、政治和环境等方面的诉求或压力，寻求并实现数字化技术创新方案所做出的努力[1]，以及在这一过程中自身在工作方式、服务形式、组织机构、政策和管理等方面的重要转变。中国共产党第十九届中央委员会第四次全体会议将优化政府职责体系作为完善政府体系治理的目标之一，提出“创新行政方式，提高行政效能，建设人民满意的服务型政府……建立健全运用互联网、大数据、人工智能等技术手段进行行政管理的制度规则。推进数字政府建设……”等数字化政务和服务型政府的建设要求[2]。在包括浙江、广东和上海等多个省级政府的数字化转型过程中，云技术的采纳和运用成为一种典型的建设模式[3]。
