摘 要： 当前，我国改革发展正处于关键阶段。要更好地推进改革开放和社会主义现代化建设，就必须把加快行政管理体制改革放在更加突出的位置。合肥市在行政体制改革方面取得了显著成效，精简机构和人员实现了预期目标，行政体制机制创新效益进一步彰显，政府职能转变不断深入，但也存在诸多难题，而要破解这些难题，就必须进一步推进政府职能转变，建立行政体制改革工作的绩效管理机制，进一步加强机构编制管理改革创新工作，推进行政综合执法体制改革等。

The Major Dilemma and Countermeasures of Administrative Reform

——A Case of Hefei City

Abstract： At present， the reform and development of our country is at a critical stage. To better promote the reform and opening up and socialist modernization construction， we must speed up the administrative reform as a more prominent position. Hefei has achieved remarkable success in the reform； streamlining organizations and staff has reached the expected goals； the administrative system and mechanism innovation are vigorous； the transformation of government functions is constantly deepened， but there are many problems， and faced with these problems， we must further promote the transformation of government functions， establish reform administrative system of performance management ， further strengthen the institutional management reform and innovation， and promote the reform of comprehensive law enforcement system.

一般来说，行政管理体制是国家机关在对国家政治、经济、文化、卫生等各方面事务进行管理过程中，在机构设置、隶属关系和权力划分等方面的具体体系和组织制度的总称。好的行政管理体制是建设好的政府的基础。[1]当前，我国改革发展正处于关键阶段，要更好地推进改革开放和社会主义现代化建设，就必须把加快行政管理体制改革放在更加突出的位置。2008年2月27日，党的十七届二中全会站在新的历史起点上，审议通过了《关于深化行政管理体制改革的意见》，明确提出“到2020年建立起比较完善的中国特色社会主义行政管理体制。通过改革，实现政府职能向创造良好发展环境、提供优质公共服务、维护社会公平正义的根本转变，实现政府组织机构及人员编制向科学化、规范化、法制化的根本转变，实现行政运行机制和政府管理方式向规范有序、公开透明、便民高效的根本转变，建立人民满意的政府”的总体目标，为继续深化行政管理体制改革指明了明确的方向。……
