摘 要 教学质量问题已经成为高职院校生存与可持续发展的决定因素。作为公安教育训练的主阵地，公安高职院校如何全面提高教学质量，实现人才培养目标，充分发挥为公安工作和公安队伍建设提供人才保障和智力支持的作用，成为迫切需要解决的现实问题。本文结合我院在构建教学质量监控体系中的一些尝试和做法，对这一问题进行理论和实践的探讨。

Construction of Teaching Quality Monitoring System

of Public Security Vocational Colleges

Abstract The quality of teaching has become a determinant of survival and sustainable development of higher vocational colleges. Police Education and Training as the main front， public vocational colleges how to improve the teaching quality， to achieve training objectives， give full play to provide personnel protection and intellectual support role for the police work and police ranks， becoming an urgent need to address the real problem. In this paper， I build homes in the teaching quality monitoring system and practices of some attempts to explore the theory and practice of this issue.

高等教育質量的核心是人才培养质量，而提高人才培养质量的关键是建立符合本校办学定位、发展目标和实际的教学质量监控与评价体系。公安高职院校以培养高素质应用型公安后备人才为使命，其办学定位、办学方向都应当体现公安职业教育特色。公安院校培养的学生，能否达到行业岗位标准，能否胜任具体工作任务，特别是在顶岗实习、校外实训中的表现，应当由公安机关来进行监督评价考核，并反馈给学校，进行人才培养的调整，从而建立起“校局联动”的良性监控机制。因此，在构建教学质量监控体系过程中，应当既遵循高等教育教学的普遍规律，又符合公安队伍建设和公安工作发展要求，充分体现“校局合作”——即学校与公安机关合作培养的理念。

由于教育对象和所属行业的特殊性，大多数公安高职院校建设发展起步较晚，其教学管理活动的规范化、制度化程度较低，就教学质量监控体系建设而言，没有现成的经验可供借鉴，只能在自身建设发展过程中摸索进行。……
