摘 要： 城市设计如同城市规划一样， 也属于公共干预和管理的重要组成部分， 它所关注的是城市形态和景观的公共价值领域。 在欧美一些发达国家， 城市设计控制已有相当长的历史。 现代最为著名的成功实例是有六十年代美国纽约和费城的城市设计以及七十年代旧金山的城市设计策略， 设计根据城市的自然环境条件和建成环境特征， 城市形态格局、 自然和历史保护、 大型发展项目影响和邻里环境几个方面作为城市设计的策略领域， 并分别制定了城市设计目标和基本原则以及所需采取的实施策略。 后来这些城市设计成果根据法律经过地方政府转译成为区划法规的控制条文， 作为城市设计的实施工具。

Abstract: As urban planning, urban design also belongs to an important part of public intervention and management,whose concern is the public value field of urban form and landscape. In some developed countries in Europe and America, urban design control has a long history. The most famous modern successful examples are the city designs in the New York and Philadelphia city in the 1960s and in San Francisco in 1970s. The city design should according to the natural conditions and the built environment characteristics of the city. As the strategy fields of urban form pattern, natural and historical protection, large development projects and neighborhood environment, there should separately formulate urban design goal and basic principle and the necessary implementation. Later, these urban design results according to law, and translating by the local government, became the rules of zoning regulations, and the implementation tools of urban design.

在全世界范围内的第三次产业大转移的背景下，我国迎来了城市化进程的高峰时期， 现代城市建筑的新概念、 交通方式及生活理念的变化， 造成传统城市空间的消失， 原有维持建筑在城市中角色的有机制约力在城市化过程中逐渐消失，规划师不能用传统的手法对待新形势下的城市规划， 必须寻找一种具有操作性和指导性、能够适应各个阶段和层面规划的设计方法， “城市设计”就是一种有效的设计工具。

城市设计与城市总体规划的关系

在城市规划设计实践上，城市总体规划与城市设计都能够处理城市空间等问题， 两者关联较高， 但两个领域在实践中所产生的效能也有一定的差异。……
