摘  要：为主动应对新一轮科技革命与产业变革，支撑“中国制造2025”、服务创新驱动发展等一系列国家战略，在新工科背景下，高校要坚持因时而立，因势而为，打破传统人才培养模式的藩篱，从思想上正本清源，革故鼎新，坚持以“科学创新驱动”为核心，以产业需求为导向，以培养科技创新人才为目标，通过多措并举，培养创新型卓越工程科技人才。

Abstract： In order to actively respond to a new round of scientific and technological revolution and industrial change， and support a series of national strategies such as "made in China 2025"， service innovation driven development ， under the background of new engineering， colleges and universities should adhere to standing in line with the time and the situation， break the barriers of traditional talent training mode， rectify the source and innovate in ideology. And adhere to the "scientific innovation drive" as the core， the industrial demand as the guidance， the goal of cultivating scientific and technological innovative talents， and cultivate innovative and excellent engineering scientific and technological talents through multiple measures.

新一轮科技革命和产业革命对高等教育提出了全新的要求，推动了高等教育改革创新的进程，也对培养一批越创新型工程科技人才提出了越来越高的要求。新工科背景下，高校要认识到自身的重要使命，统筹谋划、整体设计，锐意改革创新，提质培优、增值赋能、以质图强，培养复合型“新工科人才”为我国科技事业和社会经济行稳致远的发展奠定良好基础。

1  新工科背景下科技创新的概念

新工科主要指新技术新行业，其涵盖了大数据、物联网、互联网、新能源、新材料、人工智能及對传统工科专业的升级改造[1]。2017年，教育部出台的《关于推进新工科研究与实践项目的通知》中指出新工科建设是教育强国建设的引领力量，以新产业、新技术、新业态、新模式为主导的新经济正日新月异的发展，对卓越工程科技创新人才提出越来越高的要求，高校冲破瓶颈广开新思路与改革创新工程教育是迫在眉睫的。新工科的诞生是对以大数据、物联网等为主导智慧中国，“中国制造2025”等新一轮产业革命蓬勃发展需求的正面回应，是革新打破传统工程教育藩篱的重要举措。……
