摘  要：科技创新政策评估框架是科技创新政策评估的总体设计。新时代中国科技创新政策评估框架存在评估设计聚焦政策效果环节而忽视制定和执行环节、评估标准和方法重定量分析而轻价值取向判断、评估实践操作性和实用性欠缺等缺陷。在遵循覆盖政策全过程、体现回应性、积极借鉴与立足国情相结合等原则指导下，优化形成由政策评估环节、要素、关键问题、标准与方法等组成的新时代中国科技创新政策评估框架。

Abstract： The scientific and technological innovation policy evaluation framework is the overall design of scientific and technological innovation policy evaluation. The evaluation framework of China's science and technology innovation policy in the new era has some defects， such as the evaluation design focuses on the policy effect link and ignores the formulation and implementation link， the evaluation standards and methods focus on quantitative analysis rather than value orientation judgment， and the lack of operability and practicability of evaluation practice. Guided by the principles of covering the whole process of policy， reflecting responsiveness， actively learning from and based on national conditions， optimize and form a new era China's scientific and technological innovation policy evaluation framework composed of policy evaluation links， elements， key issues， standards and methods.

科技创新政策是决策者为实现国家科技进步和经济增长而对社会公共资源进行权威性分配的工具[1]。政策评估则是实現治理现代化的核心要素[2]。科学合理的科技创新政策评估能有效衡量科技创新政策实施效果，决定科技创新政策未来走向，关乎科技决策和创新治理现代化。新时代以来，基于科技创新政策管理的需要，各级政府科技管理部门和非官方机构开展了多层面、多领域的科技创新政策评估活动，取得了较好成效，但目前科技创新政策评估还处于初步阶段，评估中还缺乏系统、严谨、规范的评估理论方法指导[3]。特别是还没有形成一个普遍认可、适用性广的评估框架，为具体评估工作提供指导，这在很大程度上影响评估的效果。

探究中国科技创新政策评估框架现状主要基于中国知网（CNKI）收录的相关研究成果，以“科技创新政策评估”为篇名进行检索，截止到2021年6月底，检索到论文22篇。……
