摘  要：中共中央、国务院发布《关于支持深圳建设中国特色社会主义先行示范区的意见》，使得如何推动深圳高等教育的发展与社会主义先行示范区的城市定位相匹配，提出具体的行动建议方案更加必要且紧迫。本研究将尝试为深圳示范区高等教育发展和人才培养体系的建设破题。在总结国内外高等教育发展的经验结合深圳高等教育发展现实需求的基础上，文章认为深圳高等教育的发展定位应当包含补短板、探新路、树标杆的多层次定位。在发展过程中应当在高等学校和专业建设方面扩大规模、提升内涵，坚持国际化、特色化、多层次的办学体系，并在所有制结构、服务民生、政策创新方面为我国高等教育提供可借鉴的经验。

Abstract： The CPC Central Committee and the State Council issued the opinions on "Supporting Shenzhen in Building the Pilot Demonstration area of Socialism with Chinese characteristics"， which makes it more necessary and urgent to put forward specific action proposals on how to promote the development of higher education to matched urban positioning. This research will try to solve the problem of higher education development and talent training system construction in Shenzhen. On the basis of summing up the experience of domestic and foreign higher education development and combining with the actual needs of Shenzhen's higher education development， this paper purposed that the development orientation of Shenzhen's higher education should include the multilevel orientation of reinforcing the weak points， exploring new ways and setting up benchmarks. In the process of development. It should expand the scale and enhance the connotation in the construction of institutions of higher learning and specialties， adhere to the internationalized， characteristic and multi-level educational system. And on this basis Shenzhen can also provide reference experience for China's higher education in terms of ownership structure， service for people's livelihood and policy innovation.
