摘  要：在我国大力推进以本为本、四个回归，大力推进新工科、新文科、新医科、新农科建设，建设一流本科的新形势下，对地方高校理科专业建设进行了思考、探索和实践，形成了以OBE理念为主导、以《国家普通高等学校本科专业类教学质量国家标准》为标准、融合工程教育认证标准精神的理科专业人才培养模式（OBE-NS-EEAS），为地方高校新的教育形势下进行一流理科专业建设，提供了有益的探索。

Abstract： The concepts that making undergraduate education as foundation and four returns were vigorously promoted， and the new engineering， newliberal arts， new medicine and new agriculturewere pushed. Under the new situation of constructing first-class undergraduate education， how to construct science specialty was thought， exploration and practice. The new model that guided by OBE idea， national undergraduate teaching quality standards in general universities and colleges as criteria （NS）， and fusing the spirits of Engineering Education accreditation standards （EEAS） come into being. The OBE-NS-EEAS model provides new useful exploration for first-class science specialty in local university under the new situation of education.

随着我国改革开放的全面深化，高等教育进入了一个崭新的发展时期。教育部为了落实2018年5月2日习近平总书记在北京大学师生座谈会上重要讲话精神，6月21日，教育部在四川成都召开新时代全国高等学校本科教育工作会议，“深入学习贯彻习近平新时代中国特色社会主义思想、全面部署高校落实立德树人根本任务的大会，是一次全面坚持以本为本、推进四个回归、建设一流本科教育的大会”。9月10日全国教育大会在北京胜利召开，习近平总书记在讲话中指出，教育要“全面贯彻党的教育方针，培养德智体美劳全面发展的社会主义建设者和接班人”，同时还指出了“培养什么人、怎样培养人、为谁培养人这一根本问题”，就教育改革发展提出一系列新理念新思想新观点。2019年4月教育部推出了实施一流本科专业建设的“双万计划”，大力推进新工科、新文科、新医科、新农科建设，做强一流本科、建设一流专业、培养一流人才，全面振兴本科教育。……
