摘  要：科技引领和人才水平是支撑国力发展的主要战略资源，科学研究与高等教育的深度融合是当今世界高水平大学的发展趋势。深入剖析高校科技创新人才培养现存问题，包括组织引导不足，主体责任落实不明;培养目标定位不准，价值理念偏差;忽略协同体系，培养模式单一;实践环节薄弱，主动创新意识淡薄。文章提出了基于竞赛驱动的以科技创新育人为总目标、双向闭环管理、三项学科竞赛驱动、四层次协同育人体系的科技创新人才培养模式，能够完善大学生科技创新能力和解决复杂问题实践能力。

Abstract： Science and technology leading and the talents level are the main strategic resources to support the national development. The deep integration of scientific research and higher education is the development trend of the world high-level universities. The existing problems in the cultivation of scientific and technological innovation talents in colleges and universities were deeply analyzed， including insufficient organizational guidance and unclear implementation of the main responsibility， improper training target position and value concept deviation， ignoring the collaborative system and single cultivation mode， and weak practice training and initiative innovation consciousness. A cultivating mode of scientific and technological innovation talents based on competition drive was presented， which included a general goal of scientific and technological innovation education， two-way closed-loop management， three discipline competitions driven， and four-level collaborative education system， achieving the improvement of abilities of science and technology innovation and solving complex problems of university students.

创新性建设是当前国家建设的主要目标之一，科技引领和人才水平是支撑国力发展的主要战略资源，也是步入创新型国家的标志。高校是掌握高端科技人才和科技资源的集中领域[1]，科学研究与高等教育的深度融合是当今世界高水平大学的发展趋势[2]。科技创新人才培养符合现代高校教育的目标，也符合国际社会发展的需求。全面深入推进“四新”建设，培养具有交叉学科知识储备以及科技创新能力和实践应用能力的人才，是现阶段高校的工作重点和主要目标。如何精准建立科技创新培养模式、整合资源组织科技创新活动、有效培养高校学生科技创新能力，这些问题不仅体现了高校教育成效，也对就业形势、经济建设和国际竞争力有着深远影响。……
