摘  要：2019年1月，全国文化和旅游厅局长会议上强调，习近平总书记高度重视文化和旅游融合发展，发表了一系列重要论述，科学分析了文化和旅游的关系，阐明了文化和旅游融合发展的重要性、必要性。当前文旅融合发展的背景下，为公共图书馆创新发展创造了机遇，公共图书馆如何进行创新成为面对的重要挑战，这就需要从多角度进行思考，保障公共图书馆创新发展。本文通过对文旅融合下公共图书馆创新发展的问题以及可行性、挑战进行阐述，然后就文旅融合下公共图书馆创新发展模式进行探析。

On the innovative development model of Public Library under the background of cultural tourism integration

Abstract： in January 2019， the meeting of the director of the national culture and tourism bureau stressed that general secretary Xi Jinping attached great importance to the integration of culture and tourism， published a series of important discussions， analyzed the relationship between culture and tourism scientifically， and expounded the importance and necessity of the integration of culture and Tourism. Under the background of the current integrated development of culture and tourism， it has created opportunities for the innovative development of public libraries. How to innovate has become an important challenge for public libraries， which requires thinking from multiple angles to ensure the innovative development of public libraries. This paper expounds the problems， feasibility and challenges of the innovative development of public libraries under the integration of culture and tourism， and then analyzes the innovative development mode of public libraries under the integration of culture and tourism.

公共圖书馆作为文化传播的重要组成部分，在文旅融合时代的新挑战、新机遇面前，如何快速融入到文旅融合就成为了公共图书馆在新时代需要研究的课题。

1  文旅融合下公共图书馆创新发展的问题

文旅融合背景下，公共图书馆创新发展还存在着诸多的问题，如果没有及时解决好相应的问题，就会对公共图书馆的进一步发展产生一定的不良影响，具体问题从以下几点进行阐述。

1.1 研学旅游课程开发基础不强

文旅融合下公共图书馆发展，需要融入创新的发展理念，在实践当中需要增强研学旅游课程开发的力度。但在实践当中存在的问题还比较突出，课程开发基础不强，研学旅游课程以及活动单一，将学习以及简单化实践活动结合，“研”的方面没有有效体现出来。……
