摘  要：当前高校基层党组织存在一些突出问题：党支部重对上负责轻对下服务，重工作任务轻人文关怀，重教育形式轻实际效果等。高校基层党支部的设置形式在建设和发展上各有利弊，学生支部培养周期短，传承性弱，教工支部思想修养和理论水平高，但教育活动形式单一、积极性欠缺，本着互补双方优势的目的，特提出在专业基础上纵向梯式建立“本-硕-博-师”支部。此模式的探索旨在激励师生党员的学习热情，提升支部的组织力，做到“七个有力”，为高校人才培养、科学研究和社会服务提供强有力的组织保障。

Abstract： Under the new situation， strengthening party branch construction in colleges and universities and exploring new models of party construction work are of great significance to strengthening the political function of party branches， enhancing the role of party branches as a fighting bastion， and improving the quality of grassroots party construction work. This study proposes a vertical ladder-type "Undergraduate-Master-Doctor-Teacher" branch， aiming to stimulate the learning enthusiasm of college teachers and students， enhance the organizational power of the branch， and achieve the "seven powerful"， for the college talent training， scientific research and social services provide strong organizational guarantees.

高校作为意识形态工作的前沿阵地，其基层支部建设是党的“神经末梢”，高校基层党组织担负着领导高校改革发展，巩固党在高校的领導地位和贯彻落实党的各项路线、方针、政策、决议的重要使命，是党基层工作的战斗堡垒[1]。2017年2月，中共中央、国务院印发了《关于加强和改进新形势下高校思想政治工作的意见》，明确要求“要加强高校基层党建工作，建立健全高校基层党组织，加强教师党支部、学生党支部特别是研究生党支部建设，充分发挥党支部组织教育管理党员和宣传引导凝聚师生的主体作用。”

一、高校基层党支部现状

当前高校基层学院党支部的设置主要是将支部建在班级、年级、专业三种形式，教工支部按照教师的情况建立在各系（中心）。……
