摘  要：高校思想政治理论教育高质量发展需要建立科学的评估体系。高校思想政治理论教育评估体系是高校思想政治理论教育的评估系统及运行体制。科学阐析高校思想政治理论教育评估体系，理解其要义、把握其内容、掌握其特性，是改革、创新与完善高校思想政治理论教育评估体系进而提高高校思想政治理论教育效果的必然条件。

Abstract： The high-quality development of ideological and political theory education in colleges and universities needs to establish a scientific evaluation system. The evaluation system of ideological and political theory education in colleges and universities is the evaluation system and running system of ideological sand political theory education in colleges and universities. It is the basic premise and important guarantee for reforming， innovating and perfecting the evaluation system of ideological and political theory education in colleges and universities， so as to improve the effect of ideological and political education in colleges and universities by scientifically analyzing the evaluation system of ideological and political theory education in colleges and universities， comprehend its meaning， grasp its content and grasp its characteristics.

高等学校思想政治理论教育是高校“坚持社会主义办学方向，立德树人，培养中国特色社会主义建设合格人才、培养担当民族复兴大任的时代新人”[1]的关键领域。高校思想政治理论教育评估是高校思想政治理论教育评估主体按照既定标准对高校思想政治理论教育的过程、环境和状况进行价值判断的活动。评估基于教育，评估依赖体系。高校思想政治理论教育的高质量发展需要教育评估体系的改革、创新与优化，这就必须正确认识和阐析教育评估体系。

一、高校思想政治理论教育评估体系要义

高等学校思想理论政治教育评估体系主导高校思想政治理论教育发展。科学的高校思想政治理论教育评估体系，能够克服高校思想政治理论教育“健康发展的制度阻力，营造创新环境，”[2]为高校思想政治理论教育质量进而为整个高校教育质量提升，实现高校教育高质量发展提供动力保障。
