摘  要：小学基础德育与法制教育相结合是一项旨在普及基于法律意识和道德的现代教育的综合性活动。儿童是中国社会主义的继任者，了解社会对道德和法治的理解是必要的，也是必须的。在综合课程中探索小学德育的过程管理与法制教育，班主任不仅要考虑儿童的思维能力和理解能力，而且要通过德育和法律法规的方法，促进小学生身心健康成长，达到同样的目的以“依法育人”和“以德治国”为教学目标，实现法治与德治的有机结合，促进我国教育的发展。

Analysis of the Educational Synergy Between Primary School Moral and Rule of Law Class and Head Teachers Work

【Abstract】 The combination of basic moral education and legal education in primary schools is a comprehensive activity aimed at popularizing modern education based on legal consciousness and morality. Children are the successors of Chinese socialism，and it is necessary and necessary to understand societys understanding of morality and the rule of law. In integrated course explore the process of primary school moral education management and education of legal system，the teacher in charge should not only consider the childrens thinking ability and understanding ability，but also by the method of moral education and the laws and regulations，promote elementary school students health of body and mind growth，achieve the same goal to “education according to law” and “managing state affairs by ethics” as the teaching target，realize the organic combination of virtue and rule of law，promote the development of education in our country.

1.小學德育与法制教育课程整合是建设法治国家的必要要求

（1）整合德育与法制教育的核心理念，明确德育与法制教育的核心理念

小学德育与法制教育课程整合可以追溯到主流学校到20世纪80年代在中国的法律推广计划。中国共产党领导下的中国各行各业对法律做出了全面、平衡的反应。法律知识得到了深入的宣传和落实。通过逐步推进普法活动，逐步构建起符合中国特色的普法主体社会框架。经过近40年的发展，中国的“法律教育”得以建立，小学道德和法治课程的核心概念和方法最终与法治教育相结合。

（2）小学法治一体化课程发展过程分析

随着我国各项社会事业的恢复，本文对法学教育的规律进行了分析。在中国改革开放之初，整个社会正处于关键时期。在这一时期，将德育与法治课程与小学法制教育相结合，目前尚无完善的方法。……
