摘 要：加强和完善城市社区治理对于构建社会治理共同体具有重大价值：促进主体转换、优化行动方案、推动结构完善。透视当前城市社区治理中存在的不足，分析对构建社会治理共同体形成的掣肘，提出如何改进策略，能够促进城市基层社区中的社会治理共同体构建及功能发挥。

Urban Community Governance

Abstract：Strengthening and perfecting urban community governance is of great value to the construction of social governance community： promoting the transformation of the main body， optimizing the action plan and promoting the perfection of the structure. This paper analyzes the shortcomings of urban community governance at present， analyzes the constraints on the formation of social governance community， and puts forward how to improve the strategy in order to promote the construction and function of social governance community in urban grass-roots community.

2017年，中共中央、國务院出台《关于加强和完善城乡社区治理的意见》，明确提出要“促进城乡社区治理体系和治理能力现代化”，党的十九大报告指出要“加强社区治理体系建设，推动社会治理重心向基层下移，发挥社会组织作用，实现政府治理和社会调节、居民自治良性互动”。2020年11月《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》明确提出，要“实现政府治理同社会调节、居民自治良性互动，建设人人有责、人人尽责、人人享有的社会治理共同体”。笔者在明确加强城市社区治理对于建设城市社会治理共同体重大价值的基础上，研究和分析其中存在的诸多问题，并提出如何优化策略，真正促进城市基层社区中的社会治理共同体构建及功能发挥，从而更为有效和有序地实现共建共治共享社会治理格局。
