摘 要：十九大报告首次提出“党的政治领导力”这一重要概念，其理论渊源可溯至马克思主义经典作家及中国共产党建党理论的相关论述。提高党的政治领导力具有凝聚人民群众、引领国家政治经济发展、在社会变化中抓住重点的作用。在全面建成小康社会决胜时期党的政治领导力更具重大意义，可以通过加强党的干部队伍建设、加强党的政治历练与执行力、增强党员的使命感与角色意识、坚持以人民为中心的发展思想、发挥统一战线的调控作用等途径提升党的政治领导力。

Build a Well-off Society in an All-round Way，

Research on the Promotion of Party Political Leadership

Abstract：The report of the 19th National Congress formally proposed the important concept of “political leadership of the Party”， which can be traced back to the classical Marxist writers and the related theories of the CPCs Party building. Improving the partys political leadership has the function of condensing the people， leading the development of the national political economy and grasping the key points in the social change. In the decisive period of building a well-off society in an all-round way， the Partys political leadership is of great significance. It can be promoted by strengthening the Partys cadre team construction， strengthening the Partys political experience and execution， enhancing the sense of mission and role of Party members， adhering to the development thought of people as the center， and playing the role of the unity front.

党的十八大以来，以习近平同志为核心的党中央在治国理政方面对于党的建设不断提出新要求、高标准，不断为党的领导打基础、增实力。十九大报告明确指出要把党的政治建设放在首位，政治领导力是党的领导力的关键和核心要素，要增强党的政治领导力提升。新时期加强对于党的政治领导力的理解与研究，有助于党建理论的丰富与发展。

一、新时代党的政治领导力的内涵

2020年，在新冠疫情防控以及洪涝灾害期间，我们党面临严峻挑战，习近平总书记多次召开大会，做出了一系列的防控指示與行动部署。充分表现了以习近平同志为核心的党中央在面对疫情、洪涝灾害等大风大浪时的定海神针作用，在坚持全国一盘棋的原则下坚持党中央的统一指挥与领导，上下运行一致，充分发挥了党的政治领导力。……
