摘  要：“新工科”是人才培养的新要求、社会竞争的新形势、时代发展的新需求而提出的我国高等教育改革的新方向。基于“新工科”背景下完善高校大学生双创能力与综合素质，是提高大学毕业生就业能力与市场竞争力的保障，同时也是培养拔尖人才的目标与方向。通过组建团队、完善制度、提供项目、校企协同，构建了“导师+学生+项目”的大学生双创实践团队的新模式。实践证明，该模式能有效提升大学生的综合素质和能力，较好地带动第二课堂，促进大学生双创实践能力的有效传承与不断提升，从而实现“新工科”背景下的大学生双创人才培养目标。

Abstract： To meet the needs of qualified personnel training， global competition and social development， China put forward the concept of "Emerging Engineering Education". In this context， the enhancement of the innovation-entrepreneurship capacity and comprehensive quality of college students leads to their employability and competitiveness. Meanwhile， it is the goal and direction of cultivating expert professionals. With the successive steps of team formation， system formulation， provision of projects and schools-enterprise cooperation， a new "innovation and entrepreneurship" team building model is established. It features the close involvement of supervisor， students and project. Practice has proved that the comprehensive quality and capacity of college students have been greatly improved. In the meantime， this model promotes the effective inheritance and continuous improvement of college students' innovation-entrepreneurship practical ability， thus realizing the goal of cultivating qualified personnel.

習近平总书记在2016年“大学生创新创业教育的基本原则”一文中指出：“全社会都要重视和支持青年创新创业，提供更有利的条件，搭建更广阔的舞台，让广大青年在创新创业中焕发出更加夺目的青春光彩。”国务院办公厅《关于深化高等学校创新创业教育改革的实施意见》也对高校创新创业的教育改革提出了新的要求。2017年2月以来，教育部积极推进新工科建设，先后形成“复旦共识”“天大行动”和“北京指南”[1-2]。“互联网+”“一带一路”等国家系列重要战略，对全国高等教育的改革和发展提出了新的要求与挑战[3]，系统推进“新工科”人才培养改革意义重大、势在必行。

同时，大学生是双创的有生力量，高校是培养双创人才的重要基地。……
