摘  要：目前許多高校党建工作流于表面、浮于形式，对党建不够重视，党建活动僵化、老套，缺乏创新和活力，滞后于新时代的脚步。同时，高校党建与业务发展常在“两条轨道”上行驶，没有做到真正的融合发展。在新时代的背景下，党的建设工作与业务融合发展只有进一步在思想上提高认识，进一步完善组织建设、制度建设，进一步大胆创新、开拓进取，才能让党建成为推动高校各项事业不断前进的不竭动力和有力后盾，保证高校持续为社会各行业输送优秀人才，助力新时代建设发展。

Abstract： At present， the party construction work in many colleges and universities is superficial， floating in the form， and not enough attention is paid to party construction. Party construction activities are rigid， old-fashioned， lack of innovation and vitality， lagging behind the pace of the new era. At the same time， the party construction and business development of colleges and universities often run on the "two tracks"， not really achieve integrated development. Under the background of new era， only if the party's construction and business integration development can be further improved in the ideological understanding， further perfected in the organization construction， system construction， further boldly innovated， and forged ahead， the party can become an inexhaustible power and strong backing to promote various undertakings in colleges and universities to always move forward， to ensure that colleges and universities continue to transport outstanding talents for all sectors of society to help the construction and development of the new era.

习近平总书记在全国高校思想政治工作会议上指出：办好我国高等教育，必须坚持党的领导，牢牢掌握党对高校工作的领导权，使高校成为坚持党的领导的坚强阵地。在新的时代背景下，高校党建工作面临着新的挑战和机遇。近些年，高校机关党组织开展党建工作存在很多问题，高校党建与人才培养、科研工作、学科建设等内容常常“各自为阵”，存在“两张皮”矛盾，党建工作没有得到应有的重视。高校机关内部涉及部门较多，各部门职责不同、分工不同、党员总人数也有差异，这些都导致高校党建工作开展复杂化，如果高校党建工作只有一套方法、一个标准，便无法结合各部门的特色个性化的制定方案、细化方法，进而导致党建工作与业务工作的脱节。为全面提高高校党建工作的科学化水平，实现党建与业务工作的真正融合。……
