摘  要：新疆高校思想政治理论课教学是全国高校思想政治理论课教学的重要组成部分。由于地处具有特殊区情、社情的边疆地区，新疆高校思想政治理论课教学具有自身的特殊性。分析新疆高校思想政治理论课教学质量特殊内涵的逻辑依据和现实依据，明确新疆高校思想政治理论课教学质量的特殊内涵，对于新形势下进一步加强和改进新疆高校思想政治理论课教学，提高教学质量有重要的理论与现实意义。

Abstract： The ideological and political theory course teaching in Xinjiang universities is an important part of the national ideological and political theory course teaching. Because it is located in the frontier area with special regional and social conditions， the ideological and political theory course teaching in Xinjiang universities has its own particularity. To analyze the logical basis and practical basis of the special connotation of ideological and political theory course teaching quality in Xinjiang Universities， and to clarify the special connotation of ideological and political theory course teaching quality in Xinjiang universities， it is of great theoretical and practical significance to further strengthen and improve the ideological and political theory course teaching and improve the teaching quality in Xinjiang universities under the new situation.

由于新疆高校地處具有特殊区情、社情的边疆地区，新疆高校思想政治理论课（以下简称：思政课）教学具有自身的特殊性，新疆高校思政课教学质量有其特殊内涵。科学界定新疆高校思政课教学质量内涵，对于新形势下进一步改进和加强新疆高校思政课教学具有重要的理论和现实意义。

一、新疆高校思想政治理论课教学质量特殊内涵的逻辑依据

（一）对高校思想政治理论课教学质量内涵界定的比较分析

学界对于高校思政课教学质量内涵进行学理性分析的不多。依照国际标准化组织（ISO）的标准，质量被定义为：“一组固有特性满足要求的程度。”[1]胡子祥认为思政课教学质量是指思政课的一组固有特性满足学生成长发展需求和期待的程度;它包括两层含义：一是教学质量目标，即满足学生成长发展需求和期待;二是教学质量要求，即满足国家建设和发展的要求，包括“量”的规定性和思想性、政治性与理论性等内在的“质”的规定性。……
