摘  要：能力素质模型是指驅使个体在某个岗位（或行业）产生所需绩效的能力素质的有机结合，包括知识、技能、自我形象、动机和个性等。针对士官职业教育能力素质模型构建问题，以能力素质模型为工具，以军校士官学员为研究对象，对国内外相关研究进行了综合评述，初步构建了士官能力素质模型词典。研究结果对士官能力素质模型的构建以及运用具有现实指导意义，可对目前军校的士官学员培养体系、分配方式提供建议和参考。

Abstract： Competency model refers to the combination of abilities and qualities such as knowledge， skills， self-image， motivation and personality etc. driving individuals to produce required performance in a certain position （or industry）. Taking the competency model as the tool and the cadet cadets as the research object， this paper summarizes the construction of the competency model for the vocational education of non-commissioned officers at home and abroad and the dictionary of non-commissioned officer competency model is constructed. The research results have practical guiding significance for the construction and application of the non-commissioned officer competency model， and also provides suggestions and references for the training system and distribution mode of non-commissioned officer cadets in military academies.

随着军队和国防深化改革的持续进行，士官职业化成为一种趋势，在这样的背景下，军校士官学员政治思想、专业水平、军事知识、体魄状况、形象气质、行为举止、领导能力以及纪律意识上的表现差异都将直接影响到他们未来的职业生涯。因此，通过研究军校士官学员能力素质模型，即优秀士官需具备的素质和潜力，对于深刻审视军校士官学员的成长轨迹以及军校士官学员的选拔、管理、培养制度建设均具有重要意义。本文选择以能力素质模型为工具，军校士官学员为对象，对国内外相关研究进行综合评述，构建军校士官学员的能力素质模型，并总结了模型构建的重大意义。

一、能力素质模型概念

20世纪60年代末70年代初，美国国务院主要依据智力因素来选拔外交官（Foreign Service Information Officer， FSIO），而效果却不尽如人意，因此委托David Clarence McClelland帮助设计一种能够有效预测和区分绩效水平的选拔体系。……
