摘  要：《道德与法治》是基础教育阶段素质教育的主要内容，是一门活动性综合课，开展小学《道德与法治》教学不仅是帮助学生养成良好的行为习惯，培养健全的人格和正确的价值观，更是为了实现德育教育目标。因此，必须要高度重视小学《道德与法治》教学，确保“立德树人”的根本目标得以实现。本文基于此，重点分析小学《德育与法治》课程与“立德树人”根本目标融合的理论基础，分析基于“立德树人”根本目标下小学《道德与法治》教学作用和价值，并针对性提出具体的教学策略，供广大教师借鉴参考。

On the teaching strategy of morality and rule of law in primary school under the background of moral education

【Abstract】"Morality and rule of law" is the main content of quality education in basic education stage. It is an activity comprehensive course. To carry out "morality and rule of law" teaching in primary school is not only to help students develop good behavior habits，cultivate sound personality and correct values，but also to achieve the goal of moral education. Therefore，it is necessary to attach great importance to the teaching of morality and the rule of law in primary schools，so as to ensure the realization of the fundamental goal of "cultivating morality and cultivating people". Based on this，this paper focuses on the analysis of the theoretical basis of the integration of moral education and the rule of law in primary schools and the fundamental goal of "cultivating people by virtue"，analyzes the teaching role and value of "morality and rule of law" in primary schools based on the fundamental goal of "cultivating people by Morality"，and puts forward specific teaching strategies，which can be used for reference by teachers.

小學是初级教育阶段的开始，该阶段的教育对学生今后成长具有重要意义。《道德与法治》课程教学是落实德育教育的重要途径之一，主要是为了增强学生的品德修养，促进学生全面发展。因此，为了保障小学生健康成长，在小学阶段开设《道德与法治》课程教学，教师只有意识到《道德与法治》课程的重要性，才能在教学过程中始终坚持立德树人的根本目标，落

实德育教育内容，提高《道德与法治》课程教学效果。

1.小学《德育与法治》课程与“立德树人”根本目标融合的理论基础

（1）教育大纲。从小学教育体系来看，《道德与法治》课

程教学内容并不是一门独立的课程，需要与其他学科协同进行教育，其在《青少年法治教育大纲》中明确提出要倡导“多学科协同”，因此在小学《道德与法治》课程教学中，教师要有目的、有意识在各个学科中挖掘有价值的教育教学资源，然后在校园内容中对学生开展全方位的道德与法治教育，尤其是在少先队活动、校园文化和班队会中。……
