摘  要：在“3060双碳”战略下，教育部于2021年7月指出要加快构建高校碳中和人才培养体系。文章以高校环境专业课程思政建设为例，以专业课群为载体进行顶层设计，根据课程衔接性和功能性分为通识类、导论类、工具类、污染治理技术类、实验实践类、课外活动补充等不同单元，将碳中和理念与实践融入每个单元，促成相近课程的仿效利用、改善提高，形成系统的层次化教学体系。同时，建立了完善的课程思政量化评价体系。研究将有助于促进教学方式改革，构建新工科下环境专业多层次融合的课程思政体系。对相近专业课程思政建设的实践和改革有一定参考意义。

Abstract： Under the "3060 dual carbon" strategy， Ministry of Education pointed out in July 2021 to accelerate the construction of carbon-neutral talent training system in universities. In this paper， the ideological and political construction of Environmental courses in colleges and universities is studied， and the top-level design is carried out with specialized courses as the carrier. According to this study， course bridging and functionality is divided into general level， introductory level， tools level， pollution control technology level， experiment practice level， extracurricular activities complement different units. The concept and practice will be carbon neutral into each unit， make similar courses follow utilization， and form a system of hierarchical teaching system. At the same time， this study has established a perfect quantitative evaluation system of curriculum ideology and politics. This study will help to promote the reform of teaching methods and construct the curriculum ideological and political system of multi-level integration of environmental majors under the new engineering field. This research also has some reference significance for the practice and reform of ideological and political construction of similar professional courses.

我國历来重视高校思想政治工作。2004年以来，中央出台一系列文件加强大学生思想政治教育。2016年习近平总书记在全国高校思想政治工作会议上记指出“使各类课程与思想政治理论课同向同行，形成协同效应”。2020年5月，教育部印发《高等学校课程思政建设指导纲要》，全面推进高校课程思政建设。

随着我国社会经济发展，环境保护已经上升到国家战略高度。习总书记多次提出“绿水青山就是金山银山”“坚持生态环境保护优先”等方针[1]。环境专业与思政教育结合顺畅，是开展课程思政教学改革的重要前沿阵地[2]。近年来，全球气候变暖日趋严峻，控制CO2等在内的温室气体排放日益迫切。……
