摘  要：高等职业教育质量标准是在特定时期内、为实现高等职业教育目标而制定的教育质量规范性文本，是高等职业教育活动的依据和参照。高等职业教育质量标准的基本框架包括教育要素标准、教育过程标准、教育结果标准三部分和基本标准、发展标准两大类。开发高等职业教育质量标准可采用职业能力分析法，开发过程可分为开展供需调研、进行职业能力分析、对接教育质量标准、系统设计教育质量标准文本、检验和完善教育质量标准等几个步骤。

Abstract： The quality standard of higher vocational education is a normative document for the purpose of realizing the goal of higher vocational education in a specific period， which is the basis and reference of higher vocational education activities. The basic framework of the quality standard of higher vocational education includes three parts： the standard of educational factor， the standard of educational process and the standard of educational result， and all the standards can be divided into two categories： basic standards anddevelopment standards. The development process can be divided into several steps such as conducting supply and demand research， conducting vocational ability analysis， docking education quality standards， system design education quality standard texts， testing and improving education quality standards.

随着高等教育发展进入大众化阶段，数量、规模、级别的升格已经不能满足人民大众对更高质量的高等教育的需求。作为区别于普通高等教育的另一种教育类型，高等职业教育承担了培养高素质技术技能和应用型人才的重要职责，占据了高等教育总体办学规模的半壁江山，受到了国家和社会的高度重视。《国务院关于加快发展现代职业教育的决定》（国发〔2014〕19号）提出目标任务：到2020年，高等职业教育规模占高等教育的一半以上，总体教育结构更加合理。教育部《关于深化职业教育教学改革全面提高人才培养质量的若干意见》（教职成〔2015〕6号）提出：构建教学标准体系，健全教学质量管理和保障制度，全面提高人才培养质量。教育质量标准作为教育质量保障体系的首要组成部分，是教学过程管理、教学结果评价的前提和基础。……
