摘 要 在推进“两学一做”学习教育常态化制度化的过程中，高校基层党组织要主动作为，让基层党组织政治生态风清气正，让基层党组织党内生活炉火更旺，让基层党组织肌体细胞生机盎然，真正发挥出基层党组织的战斗堡垒作用。

Grassroot Party Organization in Colleges Should Develop Their Subjective Initiative in "Two Learning and One Doing"

Abstract In the process of promoting the normalization and institutionalization of "two learning and one doing"， the primary party organization in colleges should develop their subjective initiative， to make a good environment of the political ecology， to make a normative system of inner-party political life， to make the members full of vitality， and to make it play the role of fighting fort really in work.

2016年初，全党开展了“两学一做”学习教育活动，目的是通过学习党章党规，学习习总书记系列重要讲话精神，发现自身存在的问题，提高党性修养和觉悟，成为一名合格党员。2017年3月，中共中央办公厅印发《关于推进“两学一做”学习教育常态化制度化的意见》要求各级党组织要把推进“两学一做”学习教育常态化制度化作为全面从严治党的战略性、基础性工程。2017年10月，十九大报告以及通过的《党章》都明确要推进“两学一做”学习教育常态化制度化。高校基层党组织作为高校中的先锋组织，是高校党的全部工作的基础和带领全校发展前进的动力，在“两学一做”活动中，不能做秀装样子，而是要主动作为，真正发挥出基层党组织的战斗堡垒作用，让全体党员达到“学思践悟、知行合一”。

1 学党章党规，让高校基层党組织政治生态风清气正

党章党规是高校基层党组织生存发展的保障，遵规守纪是所有党员的基本操守。高校基层党组织要以“两学一做”为契机，大力营造守纪律讲规矩的良好环境，让基层党组织政治生态“山清水秀”起来。
