摘 要 鉴于西藏多民族聚居、多种宗教并存、有较多信教群众等实际情况，在西部大开发的过程中开展民族团结教育工作具有重要的现实意义。通过梳理西藏中小学民族团结教育研究现状，梳理西藏对中小学民族团结教育在制度建立、政策引导、资金支持等方面的工作实施情况，对比分析西藏中小学民族团结教育研究所存在的问题和面临的困难，提出改进建议，希望有助于提高西藏民族团结教育的实效性并建立长效机制，促进西藏社会的稳定、和谐，进而为西藏的现代化提供理论支持。

The Study of Ethnic Unity Education in the Process of the Western Development

——The Current Situation and Analysis of National unity Education in Primary and SecondarySchools in Tibet

Abstract In view of the fact that Tibet multi-ethnic， multi religious coexistence， more religious masses， such as the actual situation， in the process of the large-scale development of the western region to carry out the work of national unity and education has important practical significance. By combing the Tibet national unity education research in primary and secondary schools， combing Tibet to national unity education in primary and secondary schools in the establishment of the system， policy guidance， financial support and other aspects of the implementation， comparative analysis in Tibet primary and secondary national unity education research existing problem and facing difficulties proposed recommendations for improvement， hope to help to improve the effectiveness of national unity education in Tibet and the establishment of long-term mechanism， promote the stability of the Tibetan society， harmonious and modern Tibet provide theoretical support.

深入开展民族团结进步教育，巩固并发展平等团结、互助和谐的社会主义民族关系，对民族团结教育进行研究，有着非常重要的现实意义。

1 西部大开发的背景下对中小学民族团结教育进行研究的重要性与必要性

1.1 民族团结教育

由学校和教师承担的，以促进学生认识各民族的特征、普及民族知识，增进对祖国历史文化了解，树立民族团结意识，形成国家认同和社会责任感为直接目标的，有目的、有组织、有系统的社会活动为学校的民族团结教育。

在知识层面，主要是将民族常识、民族政策和民族理论方面的知识传授给学生，使学生对中华民族历史、文化有进一步的了解。在情感价值观层面，让学生树立正确的祖国观、民族观和文化观，增进四个认同。在能力层面，使学生深刻理解三个“离不开”内涵，有正确看待和处理民族问题的基本能力。……
