俄罗斯教师教育课程体系借鉴研究*

摘要：教师质量是教育质量的魂，教师教育质量是教师质量的根，教师教育课程体系是教师教育质量的基。我国教师教育由于受“示范性”、“学术性”和“学科本位”的影响，在课程体系上树立不起“双专业”课程观，在一定程度上影响了教师教育的质量。俄罗斯自独立以来，对教师教育课程体系进行了一系列大胆、有益、卓有成效的改革，为俄罗斯始终处于世界教育强国的地位建立了坚实的保障体系。文章对俄罗斯教师教育课程体系进行梳理、分析、研究，并与我国教师教育体系进行比较，总结归纳出俄罗斯教师教育课程体系的特点和借鉴性。

Abstract:The quality of teachers is the soul of the quality of education，the quality of teacher's education is the root of the quality of teachers，and the curriculum system of teacher's education is the basis of the quality of teacher's education. Teacher's education in China in the curriculum system cannot establish the course concept of " double major" because of the influence of the "model"，"academic" and "subject standard"，which affects the quality of teacher's education. Since its independence，Russia has carried out a series of bold，beneficial and fruitful reforms on the curriculum system of teacher's education，which has established a solid guarantee system for Russia's position as a world education power. This paper reviews and analyzes the Russian teacher's education curriculum system，and compares it with our teacher's education system. In the end，it sums up the characteristics and references of the Russian teacher's education curriculum system.

俄罗斯教师教育课程注重学术性和师范性（教师的职业特性）的结合、基础化与综合化的结合；学时长、内容多、面广、量大、专业知识系统化，具有均衡性和选择性，目标明确、针对性强，可复制、可借鉴性高。

一、俄罗斯现行教师教育体制

俄罗斯教师教育由国家、社会共同管理，实行教师国家许可证和鉴定委任制度。教师教育学校（机构）有国立、地区和市立三个层次。俄罗斯政府还建立有地区性师范大学和俄罗斯联邦教科院中心等教师教育、培养机构。

俄罗斯教师教育强调职前职后一体化，因此，俄罗斯的师范教育不仅承担培养未来教师的任务，还承担教师的继续教育任务。……
