Abstract：Inthecontextof \"Double FirstClass\"constructionandintegratedcultivationof thesuccessve bachelor-masterdoctortrainingmode，itisincreasinglyimportanttostrengthenthecontinuity，systematicityandcompletenessofundergraduateand postgraduateteachingprocesses，andtocomprehensivelyimprovethequalityofcultiationandeficiencyofthecoursesinall phasesandsegments.Tedisciplineofpublicadministration，asanemergingdisciplinetocultivatepublicgovernancetalents， needstoactivelyexplorethesuccesivebachelor-master-doctortrainingmodeandpromotetheintegratedconstructionof curriculumunderthismode.Thispaperputsforwardtheconotationofthesuccessvebachelor-master-doctortrainingmodeof publicadministrationfromthethreeaspectsofcultivationgoal，curiculumsystemandcultivationmechanism，andfurtherputs forwardtecultivationgoalofthesuccesivebachelor-master-doctortrainingmodeofpublicadministrationfromthethreeaspects ofsetingupthecultivationgoalofthesuccessvebachelor-master-doctortrainingmodeofthedisciplineofpublic administration，determiningthecontentandstageoftheintegratedcuriculumsystemofthedisciplineofpublicadministration， andexploringthesupportingsystemandfacilitesfortereformoftheintegratedcurculumsystemoftedisciplineofpublic adminstration.Itproposestheconstructioncountermeasuresfortheintegratedcurriculumsystemofpublicadministrationto providepracticaltheoreticalgudancefortheconstructionoffrst-classdisciplinesinpublicadministrationandthecultivatioof integrated talents.

课程体系建设对增强高等教育质量有着不可忽视的重要价值，在“双一流\"建设和教学培养中起着举足轻重的作用。2017年初，国务院学位委员会、教育部印发《学位与研究生教育发展“十三五\"规划》，提出要加强对课程建设的长远和系统规划，加强不同培养阶段课程的整合、衔接，面向需求科学设计课程体系。人才培养主要包括课程学习、科学研究与专业实践、学位论文（或实践报告）三个环节，其中，课程是培养学生具备深厚知识基础的重要平台，是增强学生创新能力的基础工程，学生知识结构的构建、创新能力的塑造和综合素质的提高与课程质量具有直接关系。然而，长期以来，我国的高等教育实施本、硕、博分段式人才培养模式和分段分层的课程学习体系，这在一定程度上为不同知识基础学生在适应学习方面提供了保障，但同时也产生了削足适履的副作用，显性或隐性地起到了“拉平\"的效果。为加强高水平学术研究、培养高素质人才，需构建符合学科性质的专业化人才培养体系，体现进阶性、系统性的本硕博贯通式课程体系3。因此，加强本硕博课程的顶层设计，打通本硕博课程间的壁垒与隔阂，构建起贯通式、一体化的本硕博课程体系，全面提升各阶段、各环节的培养质量和课程效率，对高水平学术研究和高素质人才培养具有重要意义。
