摘  要：强化高校“双带头人”教师党支部建设，是推进全面从严治党向高校基层延伸，办好中国特色社会主义大学的重要举措。本研究分析了在高校基层党支部推进高校教师党支部书记“双带头人”培育工程的深刻内涵，总结了当前“双带头人”党支部建设过程中存在的问题，从立足基础、立足实效、立足“双带”三个维度构建了符合高校实际的建设路径。

Abstract： Strengthening the construction of the Party branch of college teachers with double leaders is an important measure to promote the extension of comprehensive and strict party governance to the grass-roots level of colleges and universities and to run the socialist universities with Chinese characteristics well. This study analyzes the profound connotation of promoting the cultivation project of double leaders for teachers' party branch secretaries in colleges and universities， summarizes the existing problems in the construction process of the current double leaders party branch， and constructs the construction path in line with the actual situation of colleges and universities from the three dimensions based on the foundation， the practical results， and the "double belt".

党的十九大报告提出，加强基层组织建设……要以提升组织力为重点，突出政治功能。

党支部是党最基本的组织，是党的全部工作和战斗力的基础，是落实党的路线方针政策和各项工作任务的基本单元[1]。教师党支部是高校基层党建工作落实和具体推进的基本组织，基层教师党支部建设是高校基层党建工作的重要组成部分，其党建工作质量直接指示党对高校领导力量的发挥[2]。2017年8月，《中共教育部党组关于加强新形势下高校教师党支部建设的意见》[3]中提出要大力推进教师党支部书记“党建带头人、学术带头人”培育工程。2018年5月，《中共教育部党组关于高校教师党支部书记“双带头人”培育工程的实施意见》[4]中提出要强化基层导向，牢固树立将党的一切工作落实到支部的鲜明导向，把教师党支部建设成为新时代高校基层的坚强战斗堡垒。这是加强和改进新时代高校党建、提升党支部建设质量、发挥党支部主体作用的工作重点和前进方向，推进全面从严治党向高校基层延伸、以“一流党建”引领“双一流大学”和办好中国特色社会主义大学的重要举措。
