摘  要：慕课是当前高等教育研究和发展的重点方向之一，为中国教育机构带来了机遇和挑战。然而，当前慕课建设仍存在较多误区，没有形成规范有效的建设方案，基于此，文章提出了一套需求引导评教一体的慕课建设方案，并以信息安全技术慕课建设为例进行了应用实践，详细论述了课程建设的理念、课程资源的建设过程、混合式教学方法的改革等内容。该课程已经进行了三轮教学实践，教学效果良好，并获得了中国高校计算机教育MOOC联盟2018年度的“联盟优秀课程”。

Abstracts： MOOC is one of the key directions of higher education research and development， which brings opportunities and challenges to Chinese educational institutions. However， there are still many misunderstandings in the course construction.There is still no standardized and effective construction plan. A set of course construction plan with guidance， evaluation and teaching as a whole is put forward. Taking the course construction of Information Security Technology as an example， it carries out application practice， and expounds in detail the concept of course construction， the course of resources construction and the reform of mixed teaching methods. The course has been carried out three rounds. The teaching effect is good. The course has been awarded Excellent Course of Alliance by MOOC Alliance of Computer Education in Chinese Universities in 2018.

一、研究背景

（一）慕课的发展

要想建设好慕课，首先必须了解国际计算机专业课程体系的演变过程。经过信息技术的长期快速发展，计算系统已经由个人计算走向互联网、云计算、移动互联网、物联网/CPS（CPS，Cyber-Physical Systems）系统，信息系统的复杂性大大加强。信息技术的发展也由技术驱动转变为由“技术驱动+应用驱动”的发展模式，前者强调的是更复杂的计算机系统本身，后者则强调更广泛的计算系统发展和应用。当前，计算机学科的基础性地位不断加强，不断促进交叉学科的形成，如计算+、互联网+、信息学+、大数据+等，使得大多数的领域都离不开软件的支撑。

在这种技术和应用背景下，在“新时代高教40条”的指引下，通过在线课程建设实现优质教学资源共享、大力提高我国教育教学质量的时机已经成熟。……
