Abstract：Grassland is an important Means of production for the local farmers and herdsmen and the basis for the healthy development of animal husbandry. At present，the development process of animal husbandry and breeding industry in Xilinguole of Inner Mongolia is speeding up，but under the traditional animal husbandry and breeding mode，the production capacity of the grassland is seriously insufficient，the degradation is gradually aggravated，and the production benefit is significantly reduced，it has a far-reaching influence on the modernization of local animal husbandry and breeding industry. However，from the current analysis of the development of artificial grass，mainly small-scale，relatively high investment in planting. Farmers and herdsmen need to concentrate the forage land development，large-scale cultivation，in order to change the traditional mode of cultivation. In order to achieve this goal，it is necessary to strengthen the effective circulation of forage base. This paper mainly discusses the relationship between the circulation of forage grass planting land and the balance of grass storage，then discusses the current situation of the circulation of forage grass base and the improvement measures.
