【摘要】居民医疗保险管理建设，作为国家社会保障体系的重要组成部分，是国家维护和健全保障社会稳定、患者健康的有力基础。为保证医疗事业能够健康、可持续地发展，对医保进行适当的改革是不可避免的。医改变革的同时，医保管理者也随之面临新的挑战。本文就当前医改局面下医疗机构及医保人才管理的特点进行了阐述，并进一步提出了相应加强人才管理的措施，以不断地提高医院医保的管理水平。

How to train high-level medical insurance management talents under the background of new medical reform

[Abstract] As an important part of the national social security system， the construction of residents’ medical insurance management is a powerful foundation for the country to maintain and improve social stability and patient health. In order to ensure the healthy and sustainable development of medical services， it is inevitable to carry out appropriate reform of medical insurance. At the same time of medical reform reform， medical insurance managers also face new challenges. This paper expounds the characteristics of medical institutions and medical insurance talent management under the current situation of medical reform， and further puts forward corresponding measures to strengthen talent management， so as to continuously improve the management level of medical insurance in hospitals.

伴隨医改政策的不断改革，各类新医保相继出台。其对医院内部管理工作提出了更高的要求，医疗机构所面对的挑战及管理问题也相应随之增多，如何有效做好内部对医保的管理，已经逐渐成为广大医疗机构及基层医保管理工作者亟待解决的管理难题[1]。随着医保制度的不断完善，迫切需要更加专业化、精细化管理，同时对医保管理者自身的管理能力、专业技术及综合能力有了更高的需求。尤其是基层医院，其医保管理人员综合水平参差不齐，影响医保工作持续发展。因此，医院要加强对医保管理人才认识，不断进行革新，适应新的医保政策与制度，解决实际中存在的问题，更好地惠及广大参保者，从而促进医保事业的发展进步[2]。

1 医保人才管理面临问题
