摘  要：应急物流在重大公共卫生事件中起到救灾物资的筹集、储存、运输和分配的保障作用，能够有效降低经济和社会损失、维护社会稳定和保障人民生命和财产安全，是国家应对重大公共卫生事件的重要手段。特别是2020年新冠肺炎疫情早期口罩防护服等医疗物资紧缺、运输困难，更加凸显出应急物流管理的重要性。文章针对重大公共卫生事件下的我国应急物流管理展开讨论，分析了当前我国应急物流的现状和存在的问题，并提出合理的对策建议。

Abstract： Emergency logistics plays an important role in the collection， storage， transportation and distribution of disaster relief materials in major public health events. It can effectively reduce economic and social losses， maintain social stability and ensure the safety of people's lives and property. It is an important means for the country to deal with major public health events. Especially in the early stage of COVID-19 in 2020， pneumonia clothing and other medical supplies were scarce and transportation was difficult. The importance of emergency logistics was highlighted. This paper discusses the emergency logistics in China under major public health events， analyzes the current situation and problems of emergency logistics in China， and puts forward reasonable countermeasures and suggestions.

中央全面深化改革委員会第十三次会议审议通过了《关于健全公共卫生应急物资保障体系的实施方案》，方案瞄准我国公共卫生应急物资保障体系存在的问题和薄弱环节，强调要着力补短板、强弱项，全面系统提升重大突发公共卫生事件的应对能力。应急物流作为应对重大卫生公共事件的有效手段之一，充分运用到我国非典型肺炎、新型冠状病毒肺炎等重大公共卫生事件的疫情防控中。2020年新冠肺炎疫情下应急物流更是给医疗物资、灾民生活必需物资的运输提供了重要保障，解决了疫情隔离防控，交通停运带来的应急物资短缺问题。同时我国应急物流在医用物资供应不足、物流上下游环节沟通不畅等问题方面仍存在较大问题。通过分析我国重大公共卫生事件下应急物流的现状及问题所在，寻求提升我国应急物流水平的对策与方法是我国现代物流发展的重要任务。……
