【摘   要】   为准确评估安徽省16个地区经济发展和生态环境协调状况，尝试构建经济发展和生态环境评价指标体系，综合采用熵值法和耦合协调模型对安徽省16个地区2017年经济发展和生态环境相关数据进行测度研究，结果显示，两个系统的耦合关联度较高，但耦合协调等级不高，且呈现“梯度”分布，其中大部分地区处于过渡区（勉强耦合协调、濒临失调、轻度失调），只有少部分地区属于耦合协调区。

Study on the Coupling and Coordinated Development Level of Economy and Ecological Environment—Take Anhui as an Example

[Abstract] In order to evaluate the coordinated development of economic development and ecological environment in Anhui region， this paper attempts to build an evaluation index system of economic development and ecological environment， and comprehensively uses entropy method and coupling coordination model to measure and study the 2017 economic development and ecological environment related data of Anhui province that are included in the regional integration development strategy of the Yangtze River Delta. The empirical results show that the coupling degree of the two systems is relatively high， but the coupling coordination level is not high， and presents a "gradient" distribution. Most of the areas are in the transition area （barely coupling coordination， on the verge of imbalance， slight imbalance）， and only a few areas belong to the coupling coordination area.

0     引言

近年来，各地区在发展过程中紧扣“一体化”和“高质量”两个关键，强调绿色发展。因此能否在“发展”与“保护”之间寻找到平衡点是目前亟待解决的问题。生态环境系统与经济发展系统相互作用、相互影响。一方面，经济发展系统能给生态系统带来诸如資源再生、生态修复和环境治理的正向作用，同时也带来资源消耗、废弃物排放的负向作用;另一方面，生态环境系统会给经济发展带来资源供给的正向作用，同时也会出现资源短缺、生态环境恶化制约经济发展的负向作用[1]。关于生态和经济耦合发展的研究，更多的学者是从空间角度对某个区域的环境和经济的耦合协调关系进行研究，典型代表有李苒等人针对榆林市生态环境与经济发展耦合关系的研究[2];谢强等关于甘肃省生态经济耦合协调关系的研究。结果表明，近年来甘肃省生态环境与经济发展的整体水平有所提高，但仍存在很大的改善空间[3]。……
