摘 要：随着社会的发展，人们受教育程度的普遍提高，国际综合国力和人才的竞争变得日益激烈，对创新能力的要求越来越高，各国也日益重视对知识产权的保护。我国对知识产权的研究相较于日美等发达国家虽然起步较晚，但是由于很重视对知识产权的保护，因此知识产权的发展较快。基于此背景，本文大概分析了我国知识产权发展的战略和相关政策，给出了相关概念的解释，研究了国际上其他国家的知识产权人才培养现状并借鉴其适合我国实际情况的发展方法，通过分析郑州市的知识产权发展策略以及存在的问题，给出了相关建议。

Research on the Cultivation of Intellectual Property Talents in Zhengzhou

Abstract： With the development of society， the general improvement of people's education， international comprehensive national strength and talent competition has become increasingly fierce， the demand for innovation ability is more and more higher， many countries also pay attention to the protection of intellectual property rights increasingly. Compared with developed countries such as Japan and the United States， although it started late for China to research on the intellectual property， but it has developed rapidly due to the great importance attached to the protection of intellectual property. Based on the above questions， this paper roughly to analysis the development strategy and related policy about the intellectual property rights in China， gives the related explanation of the concept of the international intellectual property talent cultivation in the rest of the world， draw lessons from the method that suitable for the development of our countrys actual situation. Then， gives the related suggestions through the analysis of the intellectual property rights of Zhengzhou city development strategy existed problems.

1 知識产权人才培养在中国的现状

1.1 研究的背景

知识产权人才作为专业人才是掌握知识产权等相关知识，在专业领域能做出贡献的专门知识人才。知识产权在中国发展了30多年，虽然相比较一些发达国家起步较晚，但国家对人才强国的重视，制定了一些政策，说明我国对知识产权的保护也越来越完善。各地也越来越认识到人才对地区发展的重要作用，纷纷出台政策为保留人才做出努力。我国目前正在实施的创新驱动发展战略，说到底是需要人才驱动发展，多培养创新型人才，对经济等各方面的发展都起到推动作用。社会各界人士也都越来越坚信人才是强国的保障，是民族复兴的助推器。郑州市作为新一线城市对国家大政方针的解读与制定相应政策十分积极，这从郑州市政府的相关文件可以看出。……
