摘 要：构建“双循环”新发展格局是党中央根据国内外发展环境变化做出的重大判断，也是新时代我国顺应经济高质量发展要求而做出的战略再定位。安徽省要在构建“双循环”新发展格局中有所担当和作为，必须清楚融入“双循环”新发展格局的重大意义，同时，在分析安徽省面临的优势和不足的前提下，找出融入“双循环”新发展格局的突破路径，以加快推动安徽现代化步伐。

Thinking and Path of Anhui's Integration into the New Development Pattern of Double Circulation

Abstract： The construction of a new "double circulation" development pattern is a major judgment made by the Party Central Committee according to the changes in the development environment at home and abroad. It is also a strategic reorientation made by our country in the new era to meet the requirements of high-quality economic development. Whether Anhui can be play a role in constructing in a new development pattern of "double circulation"， it must be clear about the significance of integrating into the new development pattern. At the same time， on the premise of analyzing the advantages and disadvantages faced by the whole province， Anhui should find a breakthrough path into the new development pattern of "double circulation" in order to accelerate the pace of Anhui's modernization.

2020年7月21日，習近平总书记在企业家座谈会上强调要“逐步形成以国内大循环为主体、国内国际双循环相互促进的新发展格局”[1]。双循环新发展格局的确定，体现了新时期以习近平同志为核心的党中央对经济发展规律的深刻把握，必将对我国未来的区域发展格局产生深远的影响。安徽，“居中靠东”“沿江近海”，又处于长江经济带和“一带一路”重要节点，应紧紧抓住历史机遇，积极发挥比较优势，为早日构建“双循环”新发展格局展现安徽担当。

1 安徽省融入“双循环”新发展格局的意义

1.1 落实党中央决策部署的主动作为

推动我国形成“双循环”新发展格局，是新时代党中央审时度势做出的重大战略决策，也是塑造我国核心竞争力的必然选择。安徽省作为我国“左右逢源”“居中靠东”的经济大省，积极融入“双循环”新发展格局，科学谋划布局安徽省发展新定位，既是贯彻落实中央决策部署、借势借力谋求新一轮高质量发展、提升安徽在全国发展大局中战略地位的主动作为，又是加快建设内陆开放新高地、加快建设现代化美好安徽的必由之路。……
