摘 要：新型研发机构作为新时期集聚高端创新资源、吸引高水平创新团队、开展产业关键技术研发、加速科技成果转化、支撑产业转型升级的新动力新平台，其发展越来越得到国家和地方政府的广泛高度重视。本文通过梳理各省市新型研发机构建设的主要举措和经验，提出了推动天津市新型研发机构发展的思路建议。

The latest Development of New Research and Development Institution Construction and its Enlightenment to Tianjin

Abstract： As a new driving force and platform， the new research and development institutions to gather high-end innovation resources， attract high-level innovation teams， carry out industrial key technology research and development， and accelerate the transformation of scientific and technological achievements， support industrial transformation and upgrading and so on. In the new era， it has been paid more and more attention by the nation and local government. In this paper， the research through sorting out the main measures and experiences of the construction of new-type R&D institutions in different provinces and cities， puts forward some ideas and suggestions for promoting the development of new-type R&D institutions in Tianjin.

新型研发机构是国家创新体系建设过程中出现的新事物，是国家科技体制改革的试验田。近年来，在国家和各地方政府的政策引导和大力支持下，新型研发机构建设发展和作用发挥呈现出多种不同的模式和特征。本文旨在通过对国家及有关省市相关工作招法、具体措施的研究与比较分析，围绕面向“十四五”，立足新发展阶段，贯彻新发展理念，构建新发展格局，推动实现更高水平的科技自立自强，对新时期，天津推动新型研发机构发展，更好发挥其应有作用，提出针对性意见建议。

1 新型研发机构已经成为国家创新体系的重要组成部分

新型研发机构是以市场为导向，综合利用高校、科研院所等优势人才技术资源，加强产学研用相结合，旨在加快实现技术成果转化、独立核算、自主经营、自负盈亏、可持续发展的新型科研组织形式。新型研发机构的发展重在制度创新[1]。目前，作为科技体制机制改革中的活跃因素，新型研发机构已经成为新时期集聚高端创新资源、吸引高水平创新团队、开展产业关键技术研发、加速科技成果转化、支撑产业转型升级的新动力新平台，也是知识转移的重要途径[2]。……
