摘    要：對教育部办公厅颁布的《<体育与健康>教学改革指导纲要（试行）》（以下简称《指导纲要》）的起草背景与重点内容进行解读，指出了《指导纲要》是为进一步贯彻落实好习近平总书记在全国教育大会上强调的“享受乐趣、增强体质、健全人格、锤炼意志”和中共中央办公厅、国务院办公厅《关于全面加强和改进新时代学校体育工作的意见》等相关文件精神背景下起草的;《指导纲要》包括总体要求（指导思想、改革内容、改革目标）、主要任务（更新教学观念、优化教学内容、创新教学过程、完善教学评价）、组织保障（组织管理、课时保障、师资保障、场地器材）、督导评价（加强对教育行政部门的督导评估、强化学校落实学校体育教学改革的主体责任、注重教师实施体育教学改革的过程与结果、强调学生达成体育教学改革的目标与效果）和工作要求（确定试点、教改培训）五大部分十七项具体内容。对《指导纲要》的解读，旨为深刻理解和把握文件内容，进一步贯彻落实好文件精神提供相对系统全面的参考。

Abstract：The drafting background and key contents of the "Physical Education and Health" Teaching Reform Guidelines （Trial） （hereinafter referred to as the Guidelines） issued by the General Office of the Ministry of Education were interpreted. It is pointed out that the Guidelines is drafted under the background of further and better implementing "enjoying the fun， enhancing physique， strengthening personality， tempering will "proposed by Xi Jinping， General Secretary of CPC in the national education conference， and the gist of documents such as Opinions on Strengthening and Improving School Physical Education in the New Era issued by the General Office of the CPC Central Committee and the General Office of the State Council; the Guidelines includes seventeen specific contents of five parts of general requirements （guiding ideology， reform contents， reform goals）， main tasks （updating teaching concepts， optimizing teaching contents， innovating teaching process， perfecting teaching evaluation）， organization guarantee （organization and management， class guarantee， faculty guarantee， space equipment）， supervision evaluation （strengthening the supervision and assessment of the administrative department of education， enhancing the main responsibility of the school to implement the school physical education reform， attaching importance to the process and results of the teachers' implementation of the physical education reform， and emphasizing the students to achieve the goal and effect of the physical education reform） and work requirements （determining the pilot， education reform training）. The purpose of the interpretation of the Guidelines is to provide a relatively systematic and comprehensive reference for a deep understanding and grasp of the contents of the Guidelines and further implementation of the spirit of the Guidelines.
